Mobility as a Fundamental Human Right - UBM, Universal Design, and Equity | 404B

Mobility facilitates access to opportunity, and yet, distribution of mobility remains uneven across communities, even within the same city. A ‘mobility desert’ or ‘transportation poverty’ is defined as living more than one mile from the nearest bus or rail station; spending a high percentage (i.e., 20-30%) of income on transportation, and living more than a 1-hour commute by public transport, bike, or foot to access essential services. While we often think of poverty as tied to income, there is a vital and inextricable link between mobility and socio-economic livelihood. Indigenous communities, people of color, women, single parents, and newcomers disproportionately experience transportation poverty. Learn what it means to be transport-poor, how innovation and technology fill gaps to reach marginalized communities, and the ways in which equity and transport intersect. Hear also about why we need to think of mobility as a fundamental human right and how some cities are attempting to address this via universal basic mobility (UBM) pilot projects.

The MOD/MaaS Global Forum | 403B

The MOD/MaaS Global Forum: Advancing Inclusive, Safe, and Sustainable Mobility in 2022 will take place on Sunday, September 18 from 1-4 PM Pacific Time in the Los Angeles Convention Center, co-located with the 2022 ITS World Congress. This Global Forum will be jointly sponsored by ITS America, ERTICO, the MaaS Alliance, and ITS Asia-Pacific. The event will provide an opportunity to hear from regional leaders and subject matter experts, and interactively engage in discussions with peers, to explore the current state of Mobility on Demand (MOD) and Mobility as a Service (MaaS) in the global transportation ecosystem. Discussion will highlight topics such as the sustainability implications and opportunities associated with MOD/MaaS, as well as what can be done to improve access to and adoption of these tools and services. This forum is invitation only.

Technology-enabled Mobility Equity Frameworks: Assessment Tools & Techniques | 404A

Currently, with the keen global interest in addressing equity, diversity, accessibility, and inclusion (EDAI) in technology-enabled mobility, equity impact assessments are being conducted, and key equity dimensions and metrics, and mobility equity frameworks are being developed. This session will cover the tools and techniques that already exist and are under development. Equity assessment tools will be described, including one being developed as part of the US Transportation Research Board’s (TRB’s) Transit Cooperative Research Project (TCRP) B-47: Impact of Transformational Technologies on Underserved Populations; the United Kingdom Department for Transport’s (DfT’s) equality impact assessment (EIA); The U.S. TRB’s study to identify and advise on opportunities for using data, metrics, and analytic methods to better inform decisions for allocating and programming federal surface transportation funds to enhance equity for underserved communities; and The British Standards Institution’s guide to “Enabling the development of inclusive standards – Understanding the role of data and data analysis.” Furthermore, we will discuss ITS data bias and, for example, whether or not guidance is needed and can support ensuring that ITS standards development does not introduce bias or exclusion.
