James Blake

Cubic Global Defense to strengthen training solutions and services with reputable industry leader

SAN DIEGO, July 2, 2015 – Cubic Corporation (NYSE: CUB) today announced the appointment of James T. Blake, Ph.D., former U.S. Army Program Executive Officer for Simulation, Training and Instrumentation (PEO STRI) and Head of Contracting Activity, as Vice President and Deputy General Manager, Integrated Training Solutions of Cubic Global Defense (CGD). In this new role, Blake will be responsible for creating further differentiation of Cubic’s training solutions and services.

Prior to joining Cubic, Blake held the distinguished position of PEO STRI from 2005 to 2014, where he was responsible for providing material solutions and services in modeling, simulation, training and test/instrumentation to support U.S. soldiers. As the PEO, Blake annually executed multibillion dollar programs, in which more than 1,200 military, government civilians and service support contractors perform the mission. In addition, PEO STRI’s Foreign Military Sales program supports more than 40 countries worldwide.

“As a former PEO STRI and Head of Contracting Activity for the U.S. Army, Jim had to respond quickly to critical, emerging requirements with innovative acquisition and technology solutions to train our soldiers with critical warfighting skills,” said Bill Toti, president of Cubic Global Defense. “Jim’s extensive background in not only modeling and simulation, but also in research, development and acquisition of Army training systems is an important strategic addition to Cubic’s offerings in integrated training solutions.”

Blake began his military service in 1968 as a Private in the U.S. Army and completed his military career as a Colonel in 1995. Following his military career, Blake held several technical, executive and academic positions before returning to government service at Simulation, Training and Instrumentation Command (STRICOM) as the Program Manager for the Institute for Creative Technologies (ICT), the internationally recognized University Affiliated Research Center for Advanced Modeling and Simulation. In 2003, Blake became a member of the Senior Executive Service and served as the Deputy Program Executive Officer for Simulation, Training and Instrumentation prior to becoming the PEO in 2005.

Blake is a graduate of the U.S. Army Command and General Staff College, the Defense Systems Management College, and the U.S. Army War College. His civilian education includes a B.S. degree in Accounting from the University of Tampa, an M.S. degree in Systems Engineering from the Naval Postgraduate School, and a Ph.D. degree in Computer Science from Duke University.
