The Problem

Significant congestion took place during peak and off-peak hours along two heavily-traveled corridors in Baytown, Texas, State Highway 146 and Garth Road. Traffic management was necessary along these key North-South corridors in Baytown’s transportation network.

The corridors are a major hub for large oil refining, chemical, plastic, and rubber manufacturing companies as well as the primary link to a large concentration of retail and commercial businesses that can cause unpredictable levels of congestion. 

The Texas Department of Transportation and the City of Baytown sought to improve operations through 28 intersections, provide congestion relief to area commuters and improve travel times along commercial arterials.
